AIPAC spends roughly $3 million to $4.5 million a year on federal lobbying, but that figure captures only a slice of what the American Israel Public Affairs Committee actually spends to influence U.S. policy. Reported Lobbying Expenditures by Year

Under the Lobbying Disclosure Act, organizations that employ in-house lobbyists or hire outside firms must file quarterly reports with the Senate Office of Public Records. AIPAC’s filings have been relatively steady in recent years.

How That Compares to Other Lobbies

By lobbying disclosure alone, AIPAC is a modest spender. Total federal lobbying hit a record $4.4 billion in 2024 and passed $5 billion in 2025.5OpenSecrets. The AIPAC PAC: Direct Contributions to Candidates

The picture changes once you leave lobbying disclosures behind. For six decades AIPAC did not spend on elections at all. That changed in late 2021. The AIPAC PAC, established December 15, 2021, is a traditional membership PAC that can give up to $5,000 per election directly to a candidate.9FactCheck.org. United Democracy Project

In the 2023–2024 cycle, the PAC contributed $3,037,900 directly to federal candidates: $1,914,400 to Republicans and $1,112,500 to Democrats.10OpenSecrets. United Democracy Project: The Super PAC

The heaviest election spending flows through the United Democracy Project, a super PAC registered with the FEC on January 3, 2022. Because it is a super PAC, it cannot give directly to candidates, but it can raise and spend unlimited amounts on independent expenditures such as advertising.9FactCheck.org. Across the 2024 cycle, AIPAC’s combined political entities were expected to spend $100 million, according to Politico.9FactCheck.org. The primary races drew the largest single-race outlays. Pass-Through PACs Not Wearing the AIPAC Name

Some of AIPAC’s spending reaches voters through intermediary committees. In the 2026 Illinois primaries, federal filings showed the UDP seeded two previously unknown groups, Elect Chicago Women and Affordable Chicago Now, with $5.3 million. Those groups raised an additional $14.1 million and ran ads on candidates without the AIPAC name attached. As of June 2026, the UDP and its ally Democratic Majority for Israel had routed approximately $7.95 million to nine partner and pass-through PACs during the midterm cycle, according to an analysis by the American Prospect. Congressional Travel Paid by AIPAC’s Charitable Affiliate

A separate stream of AIPAC-linked spending appears neither in lobbying filings nor in FEC reports. The American Israel Education Foundation, AIPAC’s charitable affiliate, sponsors congressional trips to Israel. Since 2012, Israel has been the top destination for privately sponsored foreign travel by House members and staff, accounting for over 25 percent of roughly 4,100 reported trips, with AIEF sponsoring approximately 75 percent of all congressional travel to Israel.21Politico. Between 2012 and 2023, AIPAC-affiliated travel cost at least $10 million. Since October 2023, at least 78 lawmakers and staff have participated in 15 AIEF delegations at a cost exceeding $4.2 million, an average of more than $26,600 per member of Congress.21Politico. Why the Numbers Sit in Different Places

AIPAC itself is organized as a tax-exempt social welfare organization under Section 501(c)(4). It is not a political action committee, does not endorse candidates, and until 2022 did not spend on elections at all.3Tablet Magazine. The AIPAC PAC handles direct candidate contributions and reports to the FEC. The United Democracy Project handles independent expenditures and also reports to the FEC. The American Israel Education Foundation, a separate charitable nonprofit, funds the trips. Each entity files with a different regulator, and no single government database aggregates the total. Adding the four streams together is the only way to answer how much AIPAC actually spends.
