Does Budget Require a Credit Card to Rent a Car?

Budget does not strictly require a credit card to rent a car, but a major credit card is the easiest way through the counter. You can pay with a Visa- or Mastercard-branded debit card at many U.S. locations if you meet extra conditions, and you can settle your final bill in cash at return. What Budget will not accept at pickup is cash, a prepaid card, or a gift card.1Budget Car Rental USA. Payment Options

What Budget Accepts at the Counter

Budget takes Visa, Mastercard, American Express, Discover, and JCB. The name on the card has to match the name on your driver’s license, or Budget will not release the vehicle.1Budget Car Rental USA. Payment Options The counter agent will also check that your card has enough available credit to cover the estimated rental charges plus a hold. If it doesn’t, you’ll be asked for a different card or told to shorten the rental.

Cash, prepaid cards, and gift cards can’t be used to pick up a car. Budget warns that anyone asking you to pay for a rental with a gift card is likely running a scam.2Budget Car Rental. Requirements for Renting You can, however, pay the final balance in cash when you return the car. The card requirement is about the deposit at pickup, not the final payment.1Budget Car Rental USA. Renting With a Debit Card

A Visa- or Mastercard-branded debit card works at many U.S. Budget locations, but the rules are stricter. You must be at least 25 years old, with one exception: New York allows debit card rentals starting at 18. Anywhere else, renters under 25 have to present a credit card.3Budget Rent a Car. Not every branch accepts debit at pickup. Some locations only take debit as payment when you return the car, so confirm with your specific branch before you go.4Budget. At most airport branches, debit card renters also have to show proof of a return flight that lines up with the rental dates.6Budget. Debit Card Policy A printed boarding pass or a digital itinerary showing a departure from the same airport usually does the job.

Which Vehicles You Can Get With Debit

Debit card renters at participating branches can reserve most standard classes: economy through full-size cars, standard through premium SUVs, minivans, and passenger vans. Certain premium, luxury, and specialty vehicles may only be available with a credit card. If you have a specific car class in mind and plan to pay with debit, check availability with the location before you book.

Authorization Holds to Expect

Whichever card you use, Budget places an authorization hold at pickup. The size of the hold depends on how you booked:

  • Pay-at-counter rate: the estimated rental charges plus $200.
  • Prepaid (Pay Now) rate: a $250 hold on top of what you already paid online.
  • Insurance replacement, prepaid, or tour rentals: a minimum hold of $100.

Those figures come from Budget’s published policy.5Budget Rent a Car. What Do You Need to Rent a Car The held funds are frozen until the rental is settled, which matters more with a debit card because the money is drawn from your actual checking balance rather than a credit line.

After you return the car, Budget releases the hold and charges the actual rental cost. Your bank may take up to two weeks to post the released hold back to your available balance.7Budget Car Rental. Requirements for Renting Credit card holds typically clear faster than debit holds. If the final charge on your statement doesn’t match the invoice you got at the counter, contact your bank promptly to avoid overdraft fees or an extended freeze.

If You’re Under 25

Budget’s standard minimum rental age is 21 at most U.S. locations. New York and Michigan drop the minimum to 18 by state law. Renters under 25 pay a daily surcharge on top of the base rate, and that surcharge is not built into online quotes; it’s added at the counter.8Budget. Age Requirements to Rent a Car

At corporate-operated locations, the surcharges are:

  • Most U.S. locations, ages 21–24: $27 per day.
  • Michigan, ages 18–20: $41 per day. Ages 21–24: $28 per day.
  • New York, ages 18–20: $52 per day. Ages 21–24: $35 per day.

Franchise branches may set their own rates.7Budget Car Rental. Requirements for Renting The payment rule stacks with these age rules: outside New York, under-25 renters must use a credit card, not a debit card.3Budget Rent a Car. What Do You Need to Rent a Car – Section: Debit Card Exceptions

International Renters

If you’re visiting from outside the United States or Canada, bring a valid driver’s license and a passport from your home country. If your license isn’t written in the Roman alphabet, you also need an International Driving Permit.9Budget Car Rental. Requirements for Renting International visitors who marked themselves as non-U.S. residents when booking should also bring proof of a return trip home. Without it, the confirmed reservation rate can change at the counter.

The card rules above still apply. A credit card is the smoothest option; a debit card can work at many locations if you meet the age, credit check, and return-flight conditions.
